Outdoor Taps and Garden Water Supply — Installation, Backflow Prevention, and WRAS Compliance for UK Plumbers

An outdoor tap is one of the most frequently requested additions to a domestic property, and it looks deceptively simple. In practice, there are Water Supply (Water Fittings) Regulations 1999 requirements for backflow prevention that are routinely ignored — and which can lead to enforcement action from the water supplier if a contamination event is traced back to an unprotected outside tap connection. This guide covers correct installation practice, backflow prevention categories, pipe sizing, winterising, and the WRAS approval requirements that matter to the trade.

Applicable Regulations

The Water Supply (Water Fittings) Regulations 1999 apply to all plumbing work that connects to the wholesome water supply. Key requirements for outside taps:

  • Regulation 4: No water fitting shall be installed that is likely to cause waste, misuse, or contamination of the water supply
  • Schedule 2, Paragraph 15: A backflow prevention device is required wherever there is a risk of backsiphonage or back pressure — which includes any garden hose connection
  • Notification requirement: Outside tap installation is a notifiable work category under the Regulations. The water supplier (or an approved contractor using their approved contractor scheme) must be notified before the work

The Regulations use a fluid category system (FC1–FC5) to classify contamination risk. A garden hose poses at least FC3 risk (fluid representing a slight health hazard) because it may be immersed in garden chemicals, swimming pool water, or grey water. If a hosepipe nozzle is left submerged and the supply pressure drops (back-siphonage), contaminated fluid could be drawn back into the drinking water supply without backflow prevention.

Fluid Categories for Outdoor Tap Applications

A standard garden hose requires protection against FC3 as a minimum. Where hose-end sprayers with chemical reservoirs are in use (e.g. fertiliser feeders, weed killer applicators), the risk rises to FC4 or FC5 and higher-level backflow protection is needed.

Backflow Prevention Devices

Single Check Valve (Type EB) — Not Adequate for Outside Taps

A single check valve provides protection only against fluid categories FC1 and FC2. It does not provide adequate protection against FC3 or above because a single seal failure would allow contamination to pass. This is often misunderstood — a standard service valve with a check valve is not compliant for an outside tap.

Double Check Valve (Type ED) — Minimum for FC3

The double check valve assembly (DCVA) provides protection against FC2 and FC3. It consists of two check valves in series with a test port. For a standard domestic outside tap with a garden hose, a WRAS-approved double check valve assembly is the standard and compliant solution. The DCVA should be installed inside the building, upstream of the tap, in an accessible location.

Reduced Pressure Zone (RPZ) Valve — FC4 and FC5

Where chemical injection via hose-end sprayer or any FC4/FC5 risk exists, a Reduced Pressure Zone valve (type BA assembly) is required. The RPZ valve includes two check valves and a differential pressure relief valve between them, which dumps water to drain if the pressure differential collapses. This provides positive assurance that back pressure contamination cannot occur. RPZ valves require annual testing by a competent person and must be installed with adequate drainage.

Hose Union Backflow Preventer (Type HUK1 / Anti-Vacuum Valve)

In practice, many outside taps are sold with a built-in check valve or are fitted with a hose union backflow preventer at the tap outlet. These are classified as Type HUK1 (pipe interrupter with moving element). They provide protection only against back-siphonage (vacuum conditions) — not against back pressure. They are acceptable for FC3 when installed correctly but must not be installed in a position where they can be submerged or where back pressure could develop.

The most common compliant domestic solution is a DCVA inside the building (on the cold water feed pipe) plus a hose union tap with an anti-vacuum device at the hose connection point. This provides robust protection against both back-siphonage and back pressure for FC3 risk.

Notification and Approved Contractor Schemes

Outside tap installation is notifiable work under the Water Fittings Regulations. There are two legal routes:

  1. Notify the water supplier before work: Submit notification at least 5 working days before starting. The water supplier may inspect the work on completion.
  2. Use an approved contractor: A plumber registered with a water supplier's approved contractor scheme can self-certify the work without prior notification. The contractor submits a certificate on completion.

Approved contractor schemes are run by individual water companies (Thames Water, Severn Trent, etc.) rather than a national body. Membership must be obtained separately from each supplier in your area of operation. Some WaterSafe-registered businesses hold this approval automatically — check with your water company.

Installation — Step by Step

1. Locate the Supply Point

Connect to the rising main (cold water supply) inside the property — not to the gravity cold water tank (which is lower pressure) and not to the hot water circuit. Choose a point in the kitchen or utility room where access is practical and the pipe run to the outside wall is short.

2. Fit the Stopcock or Isolation Valve

Install a dedicated 15 mm full-bore ball valve or stopcock on the branch to the outside tap. This allows the outdoor supply to be isolated and drained for the winter without affecting the rest of the cold water supply. Mark it clearly.

3. Install the Double Check Valve Assembly

Fit the DCVA immediately downstream of the isolation valve, inside the building, in a position where it is accessible for testing and maintenance. The DCVA must be installed horizontally (unless the manufacturer specifies otherwise). Ensure flow direction arrows point toward the outside tap.

4. Route the Pipe Through the Wall

Use a wall core drill to create a 28 mm or 32 mm hole through the external wall (larger than the 15 mm pipe to allow sleeving and any frost protection). Sleeve the pipe in a plastic conduit through the wall to allow for thermal movement and prevent contact with masonry. Seal around the conduit with silicone or suitable wall sealant. Maintain a slight fall on the pipe back toward the inside so water drains naturally away from the wall.

5. Connect the Outside Tap

Outside taps are typically ½ inch BSP (British Standard Pipe) threaded. Use a dedicated hose union bib tap with an anti-vacuum outlet. Fit with a brass backplate elbow screwed to the external wall. Ensure all joints are made with PTFE tape or approved jointing compound — not hemp, which can harbour bacteria on a potable water line.

6. Test for Leaks

Restore the water supply, check all joints inside and outside. Test the tap operation and hose connection. Check the double check valve by closing the outside isolation valve, then the tap, then reopening — no backflow should be audible.

Frost Protection

  • Keep the branch pipe inside the heated building as long as possible before going through the wall
  • The pipe run in the external wall cavity should be sleeved and lagged
  • Provide a drain-down facility: the isolation valve inside should be combined with a drain cock (or use a ¼-turn ball valve with integral drain port) so the outdoor section can be drained in winter
  • Advise the homeowner to isolate and drain the outdoor tap from October to April
  • Anti-freeze hose union taps (self-draining design) are available and reduce the risk of the tap body freezing — the water column drains back inside when the tap is closed

Metered Supplies

Where the property is on a metered water supply, notify the homeowner that outside tap use increases their water consumption. Hosepipe watering of a large garden can add significantly to a metered bill. Some local authorities or water companies operate seasonal hosepipe bans — the homeowner should be aware of their obligation to comply.

Garden Irrigation Systems

Automated irrigation systems (soaker hose, drip systems, pop-up sprinklers) connected to the mains supply require higher-level backflow protection than a simple outside tap because:

  • Buried pipework may be at or below ground level — creating a risk of contaminated soil water being siphoned into the system
  • Automated valve systems may operate under pressure when the mains supply is temporarily low
  • Chemical fertiliser injectors are often connected directly to irrigation systems

For irrigation systems, an RPZ valve is typically required. This must be installed above ground (never buried), in a frost-protected location with suitable drainage. Irrigation contractors and garden designers often specify this incorrectly — the plumber connecting the supply is responsible for ensuring compliance.

Combination Outside Tap Units

Pre-packaged outside tap kits are widely available and include the tap, backplate, wall fittings, and sometimes a through-wall sleeve. These are popular with domestic customers, but check the kit for WRAS approval before installation — unbranded kits from online retailers sometimes do not include a compliant double check valve, or they include only a single check valve.

WRAS Approval

The Water Regulations Advisory Scheme (WRAS) tests and approves water fittings for use in the UK. WRAS-approved products have passed testing to confirm they will not contaminate the water supply and are correctly rated for water pressure and temperature. The WRAS Product Approval Scheme (WRAS mark on packaging or fittings) is not a legal requirement per se, but specifying WRAS-approved fittings is the best-practice route to demonstrating compliance with the Water Fittings Regulations.

When purchasing double check valves, isolation valves, and outside tap fittings, check for:

  • WRAS approval number or listed on the WRAS Product List
  • Approval for the fluid category relevant to the application (FC3 minimum for outside taps)
  • Pressure rating suitable for UK mains pressure (typically 10–16 bar maximum — mains is usually 2–4 bar but can spike higher)

Common Code Violations

  • No backflow protection: Outside tap connected directly to cold water without any DCVA — extremely common in older properties and non-compliant DIY installs
  • Single check valve only: Insufficient for FC3 risk
  • DCVA installed outside: The DCVA must be inside the building to be accessible for maintenance and protected from freezing
  • No isolation valve: The outdoor circuit cannot be isolated and drained independently for winter
  • Connection to hot water or tank: Outside taps must be supplied from the rising main (cold)
  • Failure to notify: Outside tap installation without notification to water supplier (or approved contractor certification)

Summary

An outside tap installation requires a WRAS-approved double check valve assembly inside the building, a dedicated isolation and drain facility, and notification to the water supplier (or self-certification via an approved contractor scheme). Where FC4 or FC5 risks exist — typically when hose-end chemical applicators or irrigation systems are used — an RPZ valve is required instead. The key principles are: protect the potable supply, make the outside section drain-down capable, and document the work with the water supplier.
